Buckley Road Corridor

A group of us met with John waddell with County Public Works to discuss the revised plans of Avila Ranch to put bike lanes on the South side of Buckley. This is very dangerous as the bike lanes are 2 way. We also discussed the Buckley Corridor Improvement Plan and John was unaware of what Dave Flynn had communicated to us. We shared that plan and hope to see some action to improve Buckley.

July 22, 2020

Buckley Rd is a two lane country road maintained by the county. When Avila Ranch was approved the county did not address the flooding issue that occurs at Buckley and Vachell. The Davenport Creek Rd and Buckley Rd intersection needs improvements due to the blind spots on Buckley and the high number of horse trailers at the intersection. Buckley needs to be widened to include Class II bike lanes. Buckley Rd is a safety concern for bicycles, horse trailers, and traffic in general due to the high number of trucks and speeding cars.

Action

  • PTSL succeeded in getting the speed limit lowered from 55mph to 50mph.

  • PTSL had the county install 2 speed feedback signs that will provide data for future traffic studies.

  • PTSL litigated the Avila Ranch project and received a $350,000 settlement. $270,000 goes to the Davenport/Buckley intersection, and $75,000 for Buckley Rd improvements.

  • PTSL has attended Zone 9 Flood Committee meetings since 2017 which includes both SLO city and county representatives. A study will be done to determine the source of the flooding.

  • PTSL is currently in litigation with Froom Ranch.

February 15, 2021

The latest rainfall (11.6”) impacted the Avila Ranch flood issue at Buckley Rd and Vachell Lane. It is clear that the water from the Avila Ranch side of the road is a large contributer to the flooding. Avila Ranch designed a large retention basin which is seen from Vachell and a smaller basin for overflow. The large basin is still half-full after 2 weeks of no rain and the small basin is full. Water experts say this is a poor design as the water should not still be in the basins. We continue to attend the Zone 9 Flood Control Advisory meetings. This issue was brought up at the last meeting and the city of SLO is looking into it.

Action

  • Zone 9 Flood Control District Advisory Board has approved and awarded the contract to study the East Fork (South side of Buckley at the bridge near Vachell) for cause of flooding at Vachell and Buckley. We provided pictures of past flooding for their review.
