Avila Ranch

Avila Ranch is a housing development located South of SLO city bordering on Buckley Rd, Vachel Lane and Surburban. They are proposing 720 houses and commercial space. The project was approved in 2016. PTSL, Los Verdes Parks 1 and 2 filed a lawsuit for CEQA violations. A settlement between the city and the developer was reached in Spring, 2017. Outcome of the settlement:
Los Verdes Parks 1 and 2 received $275,000 for sound walls.
PTSL received $75,000 for Buckley Rd improvements and $270,000 for the Davenport/Buckley intersection.
There is a big issue with the flooding at the corner of Buckley and Vachel. Part of the settlement was to include PTSL in problem solving the flooding issue.
UPDATE (October, 2020)
Los Verdes Park 2 installed a sound wall.
Los Verdes Park 1 is reserving the money for a stone sound wall and need more funds.
PTSL is working with County Public Works on Buckley Rd improvements. The only money spend to date is the 2 traffic feedback signs on Buckley.
PTSL has met with the bicycle community regarding bike lanes on Buckley.
PTSL has attended the Zone 9 Flood Committee meetings since early 2017. They approved a study for the South Fork Creek which is believed to be the cause of the flooding. RFP’s are being reviewed and will be awarded in early 2021.
PTSL has met with the new developers of Avila Ranch to discuss the impact on Buckley and the phasing of the development.
Update - February 15, 2021
Avila Ranch was going to do the “Extension” project which is extending Buckley Rd to So Higuera this spring but have decided to move this project to the end of Phase 1 (around 2023). They have graded and set-up lots on Vachell near Buckley. You can see the retaining wall and the “retention basins” they built. The flooding continues to be a problem which we are addressing at the Zone 9 Flood Control Advisory meetings.
